James C.T. Hsia, Managing Attorney

James C.T. Hsia is the founder of James C.T. Hsia & Associates. Mr. Hsia started practicing immigration law in 1984, focusing on employment-based immigration and H1B visas. He has successfully filed several hundreds of visa applications every year and is well known for his honesty, diligence and accuracy.

Mr. Hsia completed his LL.M (Master of Laws) at Harvard Law School in 1980 and completed his Juris Doctor at the Ohio Northern University College of Law in 1984.
Mr. Hsia joined the Virginia State Bar in 1984 and the Maryland State Bar in 1991.

Mr. Hsia’s native language is Chinese Mandarin.

M.-Nicole Mashkouri, Associate Attorney

Nicole Mashkouri is an Associate Attorney at James C.T. Hsia & Associates.  She has over fifteen (15) years of experience handling employment-based and family-based immigration.  She has worked extensively to guide companies in their recruitment and retention of foreign employees.  She also advises companies regarding immigration compliance issues.

Having gone through the immigration process herself, Nicole understands the anxiety felt by those undergoing it.  She counseled foreign workers facing decisions which could affect their immigration status, individuals trying to reunite with their family members, and countless others wanting to immigrate to the U.S.

Nicole is also well versed with other immigration visas, including issues related investors, religious workers, victims of crimes and Temporary Protected Status.  She keeps herself abreast of new immigration laws that may apply to new class of individuals, including DACA.

Nicole is a member of the Virginia State Bar and the Maryland State Bar.  A graduate of Howard University School of Law in Washington, DC, she also holds Bachelor’s degrees in Finance and Management Information Systems respectively from Barry University in Miami Shores, Florida.  She is fluent in French and proficient in Spanish.
